WEBSITE ACCESSIBILITY PROCEDURES
Findlay City Schools (hereafter referred to as “District) is committed to ensuring accessibility of its website to students, parents. Employees, and members of the community with disabilities. These guidelines and procedures are established so that students, parents, and members of the public may present a complaint regarding a violation of the Americans with Disabilities Act (ADA), Section 504 and Title II related to the accessibility of any official District web presence which is developed by, maintained, by, or offered through the District or third party vendors and open sources.
With regard to the District website and any official District web presence which is developed by, maintained by, or offered through third party vendors and open sources, the District is committed to compliance with the provisions of the Americans with Disabilities Act (ADA), Section 504 and Title II so that students, parents, and members of the public with disabilities are able to independently acquire the same information, engage in the same interactions, and enjoy the same benefits and services within the same timeframe as those without disabilities, with substantially equivalent ease of use; and that they are not excluded from participation in, denied the benefits of, or otherwise subjected to discrimination in any District programs, services, and activities delivered online.
ACCESSIBILITY STANDARDS
All existing web content produces by the District, and new, updated, and existing web content provided by third-party developers, will conform to the W3C, WAI’s Web Content Accessibility Guidelines (WCAG) 2.1, Level AA conformance, or updated equivalents of those guidelines by August 30, 2021. This standard applies to all new, updated, and existing webpages, as well as all web content, produced or updated by the District or provided by third-party developers.
AUDIT REQUIREMENTS
The District’s Web Accessibility Coordinator will be responsible for reviewing and evaluating new material that is published by District staff and uploaded to the website for accessibility at regular intervals but no less than annually. The District’s Web Accessibility Coordinator will be responsible for directing an accessibility audit, to be completed at such intervals, measuring information provided by the District through its online content against the technical standard set forth above. Problems identified through the audit will be documented, evaluated, and if necessary, remediated within a reasonable amount of time.
ACCESSIBILITY PROCEDURE
Administrators and staff shall ensure that any District acquisition or use of online content provided or developed by third parties (e.g., vendors, video-sharing websites such as YouTube, other open sources) that the District chooses to make available on its website will provide equal opportunity to the educational benefits and opportunities afforded by the technology and equal treatment in the use of such technology.
Administrators and staff will take the following steps in accordance with this procedure:
- Attend the staff training pursuant to this Administrative Guideline and refer to written training materials for routine questions.
- Contact the website Accessibility Coordinator or designee with specific questions about compliance with the District’s accessibility standards.
- Submit content presenting accessibility questions for review through the District’s accessibility audit process.
Make reasonable efforts to resolving questions about online content accessibility before making content available to the District’s website.
STAFF TRAINING
Staff responsible for creating or distributing online content to students, employees, guests, and visitors with disabilities will receive annual training on the District’s Website Accessibility Policy and their roles and responsibilities to ensure that web design, documents, and multimedia content are accessible. Training shall be provided to staff members directly responsible for creating or distributing information with online content upon initial hire or assignment, and thereafter annually. For staff who have already been trained at least once on the website Accessibility Policy, the periodic training requirement may be satisfied by disseminating notice that includes the Policy (e.g., via email with a link to the policy), highlights any Policy updates, addresses changes in technology, and provides the name and contact information of the Website Accessibility Coordinator to serve as a resource to the staff with questions about the accessibility of online content. The training will be facilitated, in whole or in part, by an individual with sufficient knowledge, skill, and experience to understand and employ the technical standards adopted by the District.
DISCRIMINATION COMPLAINT
Consistent with established District procedures, students, parents, employees, and members of the public may present a formal complaint regarding a violation of the Title II of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973 related to the accessibility of the District’s web presence. Such complaints should be made to the District’s 504/ADA Compliance Officer. If any such complaint is made to the District’s Web Accessibility Coordinator, such complaint shall promptly be forwarded to the 504/ADA Compliance Officer for processing and response.

Findlay City Schools A plan for Safe Return to In-Person Instruction and Continuity of Services Plan Introduction
The purpose of the American Rescue Plan (ARP) Act Elementary and Secondary School Emergency Relief (ESSER) III Fund is to help safely reopen and sustain the safe operation of schools and address the impacts of COVID-19 on the nation’s students by addressing students’ academic, social, emotional, and mental health needs. Findlay City Schools (FCS) has been awarded approximately $8.8 million in ARP ESSER funds. This plan describes how the awarded funds will be used. Prevention and Mitigation Strategies
ARP Act ESSER III funds may be used to implement prevention and mitigation strategies that are, to the greatest extent practicable, consistent with the most recent Centers for Disease Control and Prevention (CDC) guidance on reopening schools, in order to continuously and safely open and operate schools for in-person learning. FCS navigated the 2020-2021 school year based on local COVID data and the color system implemented by Governor DeWine. Based on the number of cases, FCS operated in a manner that ranged from fully remote for our secondary learners, to hybrid, and ultimately 100% in session learning the last 9 weeks of school. Student Academic, Social Emotional and Mental Health Needs Section 2001(e)(1) of the ARP Act requires each LEA to use twenty percent of its formula funds to address the academic impact of lost instructional time (learning loss) through the implementation of evidence-based interventions, such as summer learning or summer enrichment, extended day, comprehensive after school programs, or extended school year programs. Findlay City Schools will use approximately $2.5 million of its ARP Act ESSER III funds to address unfinished learning as described below.
FCS plans to fund approximately 17 positions over the next 2 years to focus on improving k-3 reading through the implementation of evidenced based direct, explicit phonemic awareness and instruction. Each k-3 classroom will be provided a certified teacher to “push-in” during their reading block in order to ensure students receive recommended minutes of phonics instruction daily.
FCS will employ subject matter experts to provide instructional coaching across multiple classes/grades in terms of differentiation, interventions, and best practices to make up for learning loss. FCS will utilize funds to support additional interventions (aka math at FHS). Additionally, FCS will provide principals with additional support toward managing student behaviors, thus increasing the time available in their day to act as the instructional leaders in the buildings.
FCS will utilize funds to provide high quality resources and strategies including but not limited to: ● growth/benchmark assessments •online curriculum resources to support blended learning through 1:1 technology and 21st century strategies •continue to employ seven (7) K-5 Trojan Academy teachers and purchase programs/online resources to support the continuance of remote instruction in order to meet the academic needs of students that need off-site learning •The 9 Essential Skills for the Love and Logic Classroom •The Leader In Me Consultation with Stakeholders and Opportunity for Public Comment FCS will continue to engage stakeholders in the developing the ARP ESSER Plan through communication with stakeholders, including: students, families, school and district administrators (including special education administrators), teachers, and school staff via email, social media, video updates, public board meetings, etc. Update 6/21/2021

Bullying Numbers
Ohio law requires school policies to use the definition of bullying found in R.C. 3313.666, which defines "harassment, intimidation, or bullying" as:
Any intentional written, verbal, or physical act that a student has exhibited toward another particular student more than once and the behavior both: (a) causes mental or physical harm to the other student; (b) is sufficiently severe, persistent, or pervasive that it creates an intimidating, threatening, or abusive educational environment for the other student.
House Bill 116 further requires school districts to establish cyber-bullying policies.
In accordance with these laws of the State of Ohio, it is reported that the administrators of Findlay City Schools dealt with the following number of incidences:
First semester -
Elementary – 2
Middle Schools – 3
High School – 3
The Board of Education recognizes that a student has the right to learn in a safe environment. Harassment, intimidation, or bullying behavior by any student is strictly prohibited.
Building principals, assistant principals, and the Superintendent have the responsibility for conducting investigations concerning claims of aggressive behavior and/or bullying. Teachers and other school staff, who witness acts of harassment, intimidation, or bullying, shall promptly notify the building principal and/or his/her designee of the event observed, and shall promptly file a written incident report concerning the events witnessed.
All complaints will be promptly investigated.
